"Demolition of 677 Homes in Festac Ordered Due to Violations"

The Federal Housing Authority (FHA) has announced its intention to demolish 677 houses completely, with an additional 744 structures slated for partial demolition due to violations by a developer in Phase 2, Festac Town, Amuwo-Odofin area of Lagos State.

Mr. Akintola Olagbemiro, the South-West Zonal Manager of FHA, revealed these plans during a visit to the affected area aimed at assessing the extent of non-compliance with building codes and environmental standards.

Olagbemiro lamented that despite numerous letters and stakeholder meetings, the developers persisted in constructing on swampy land without meeting the necessary requirements. He expressed concern about the encroachment and illegal development, transforming the area into a slum. The FHA aims to address the situation and enhance the living conditions for residents.

The Deputy General Manager of FHA, Urban and Regional Planning, Southwest, Francisca Michael-James, stated that residents had received several notices, but construction activities continued unabated, disregarding the law. With the approval of the management, the FHA plans to seek security backup and initiate enforcement measures.

Michael-James outlined the enforcement actions, which include removing structures encroaching on roads and those violating pipeline setbacks. Buildings constructed without adherence to the stakeholders' agreement to await assessment will also face removal. She clarified that regularization is not automatic and emphasized that structures failing to meet regularization standards would be subject to removal.

Regarding penalties for violators, she highlighted that the law stipulates charges for building owners, covering the fees for the demolition operation. She noted the potential for manslaughter charges if any of the structures were to collapse. To avoid legal complications, the FHA is prioritizing enforcement to maintain safety and order in the affected area.

In conclusion, Michael-James emphasized the initial step of clearing roads, with some buildings slated for partial demolition to ensure proper right of way. The FHA is set to execute the demolition of 677 houses and the partial demolition of 744 structures in its efforts to address the violations and restore order in Festac Town, Phase 2.
